A giant dust storm rolled through Tulare, California, on Monday, November 11, shocking a resident with its size.Video recorded by Philip Herrera shows wind gusts picking up as a wall of dust approaches.“Eh, yeah. What is going on in the Valley? They say a big dust storm is happening.
