Strong wind and rain hit parts of southeast Louisiana overnight into Thursday, September 12, as Francine made landfall as a Category 2 hurricane and triggered widespread flooding in the region.The storm weakened to a tropical depression as it moved inland, but drenched parts of New Orleans and Jefferson Parish, and prompted a flash flood emergency.Footage filmed by Justin Lyles shows conditions outside his home in Kenner, a suburb of New Orleans, on Wednesday night.By Thursday morning, over 300,000 residents were without power due to the storm, local media reported.
