Thousands of people were evacuating from at-risk coastal areas in the northern Philippines on Thursday, November 13, as Typhoon Usagi made landfall.Footage from the 2nd Cagayan Provincial Mobile Force Company shows crews carrying children through floodwater and helping people into vehicles.
